The clay here was made farmable by an enormous network of tile, and residential lots carved out of that ground inherit whatever the tile was doing. A collapsed line shows up as a soft spot that no amount of topsoil corrects.

Soil and drainage in Five Points
Foundation grade is the cheapest correction available and the one most often missed. The ground within ten feet of a house should fall roughly six inches; on older properties eighty years of settlement has usually reversed it, and no amount of interior work fixes water that is being delivered to the wall from outside.
Turf on this clay is a compaction problem before it is a nutrition problem. Annual core aeration with overseeding into the open holes and a light compost topdressing changes how a lawn handles a dry July within two seasons, which no bag of fertilizer will do.

Timing does more work than technique in this climate. Hardscape wants dry ground that will compact, planting wants early fall, seeding wants mid-August through late September, and pruning follows each plant's bloom cycle rather than whichever Saturday is free.

Ice is the other half of the job. Repeated freeze-thaw across a long winter produces more liability than any single snowfall, so pre-treatment ahead of forecast events and material selected for actual pavement temperature do more good than a bigger plow.
Spring repair is part of the job. Gouged lawn edges and a dead strip of turf along the drive every April are signs the property was never staked and the salt rate was never calibrated. Both are avoidable and both should be put right by the contractor who caused them.
