The clay here was made farmable by an enormous network of tile, and residential lots carved out of that ground inherit whatever the tile was doing. A collapsed line shows up as a soft spot that no amount of topsoil corrects.

Soil and drainage in Olde Towne
Foundation grade is the cheapest correction available and the one most often missed. The ground within ten feet of a house should fall roughly six inches; on older properties eighty years of settlement has usually reversed it, and no amount of interior work fixes water that is being delivered to the wall from outside.
Where there is genuinely nowhere to send water, the answer is storage and slow release rather than a pipe to nowhere — a properly sized rain garden with amended soil, an overflow path, and plants that tolerate both saturation and drought.
