This is the drained bed of the Great Black Swamp. Infiltration is slow enough that a half-inch rain can sit on the surface for two days, and there is often no natural fall to carry it away. Water has to be moved deliberately, with pipe and grade, or it does not move at all.

Soil and drainage in Old Fort
Foundation grade is the cheapest correction available and the one most often missed. The ground within ten feet of a house should fall roughly six inches; on older properties eighty years of settlement has usually reversed it, and no amount of interior work fixes water that is being delivered to the wall from outside.
The practical sequence never changes on this ground: bury the downspouts in solid pipe first, re-establish positive grade within ten feet of the foundation second, and only then look at anything decorative.
