Almost always trapped water. If the wall was backfilled with soil instead of clean drainage stone, every wet season builds hydrostatic pressure behind it and freeze cycles push it out a little at a time. Once courses have rotated or separated, correcting the drainage alone will not pull it back.

Cut a real bed edge, get mulch to two or three inches rather than piling more on, prune shrubs back to a scale that suits the house, and keep hard surfaces edged and blown clean. Those four things change how a property reads from the road more than buying plants does.
