For turf, the limiting factor is almost never nutrition. Clay compacts under mowing traffic and rainfall until roots can only occupy the top inch or two, which is why lawns here have no reserve when heat arrives. Annual core aeration with overseeding into the open holes, plus a light compost topdressing, addresses the actual cause.
